New prohibition law introduced to Moscow
An amendment to law No. 58 (“On order of Moscow gaming venues location”) is to be introduced to Moscow City Duma by a Russian political faction “Yabloko” (“Apple”). The draft law imposes prohibition to settle gaming venues not only in living areas but also within uninhabited zones.
According to “Business” newspaper the new law would affect activity at over 60 per cent of all remaining gaming halls in Moscow. Remember that law No. 58 was passed last year in November and some areas, limits were imposed (80 sq. m), moreover it was prohibited to operate within all living quarters, restaurants, at stations and so on. Gaming representatives consider the initiative extremely harsh. It is estimated that it would hardly be possible to open a venue anywhere in Moscow, if the law passed. Eugene Goroshko, a attorney of Gaming Business Development Association, claimed that Russian local authorities are not entitled to adopt laws changing the way of taxation objects setup, and that is specified by government resolution “On licensing of some kinds of activities.”
