Two years after it was passed, the Unlawful Internet Gambling Enforcement Act (UIGEA) is proving impossible to enforce because the Federal Reserve Board and Treasury Department have yet to set up the regulations that will guide American banks and credit institutions so that they can identify and block illegal online gambling transactions.
An attempt to derail the implementation of regulatory guidance, the Payment Systems Protection Act, failed in the House Financial Services Committee.
Just before the summer recess, the Unlawful Internet Gambling Enforcement Clarification and Implementation Act was introduced by Congressman Sessions, which aims to limit the definition of illegal gambling to sports betting. It has met with mixed reactions from online poker playing communities and will be examined by legislative committees in September.
