Gennady Djudjaev, Secretary of the “United Russia” regional division in Kemerov city addressed to the State Duma claiming to adopt the gaming legislation. As it was stated by Djudjaev, an increase of the gaming halls and gaming machines can be observed everywhere.
Besides, the number of addicted players is also increasing. All that is turning into a serious problem not only for the big cities but also for the smaller populated areas. Moreover it provokes a social strain and crime wave.
The control over the gaming business is exercised together by the Federal and the regional authorities. Resuming that, the deputies of Kemerov regional board adopted regional gaming law. But very soon after that some entrepreneurs applied to Courts of Kemerovo and Novokuznetsk cities and received positive approvals. Some provisions of the regional laws were recognized to be powerless, in particular the article that prohibits to place the gaming venues in nondomestic venues, in apartment houses, in trade, food, and express-services premises and also in the territory nearby educational, medical and cultural structures. It was decided by the court that such measures contravene the Civil Code of Russian Federation, so the gaming business legislation is to be considered on the level of Federal authorities.
