Rikl Chavez Munoz reports on whats happening in South America

As we close this edition, Maria Eugenia Crivellini is on her way to Panama to cover the Sagse event in Panama City, as she could not make the journey to Lima for CIJUEGO PERU 2011, owing to the problems generated by the volcano ash in south Chile that closed airports. However, she has promised to make the New Peru Gaming Show 2011 in August to visit friends and enjoy good food.

CIJUEGO PERU 2011 had some stellar speakers dealing with current gaming topics, but the keynote address by Manuel San Roman, chief regulator for Peru’s MINCETUR (pictured below), covered the progress made by the local industry during his five years at the helm of the regulating agency. In the period starting in 2006, Peru has brought into the legal and regulated fold 100% of slots and casino operations, which operate wholly in line with the current legislation.

More than 500 visitors had access to exhibits during June 8-9 at the Lima event that where industry leaders such as Novomatic Admiral, DLV, Konami Gaming Inc., Aristocrat, Bally Technologies, IGT, Atronic System International, Casino Technology, Heal Technology, Mei Group, EGT, Gaming Solutions International, Intervision Gaming, and Evolution Games, amongst others, showcased their exclusive products.

Peru postpones online slots control process
The Ministry of Foreign Trade and Tourism (MINCETUR) in Peru has published information on the recent “Void Mandate” (Resolución de Nulidad) that has postponed the public tender for a contract to supply a consultation service for the Development and Implementation of an Integral Information Solution for the gaming agency regulators, the Directorate General of Casino and Slots.

According to the tender requirements, the Integral Information Solution is made up of four components, which stand at the moment as: the creation of a data base and the development of a systems base; a process for the registration of slot machines; the development of an interactive website; and a Data Centre.

The cancellation of the public tender was confirmed by a Mincetur official and relates to a “previous omission in the presentation of the consultative requirement,” which did not conform to the standards of the National System for Public Investment. This in effect means that one of the components of the Integral Information Solution – the registration of slot machines – constitutes a Public Investment Project in charge of the Ministry of Economy and Finance.

The public tender has been abandoned because of observations by two of the participating bodies, brought to the attention of the authorities on 15 April 2011. The recent presidential elections in Peru postponed various projects at national level. It is expected that the new administration will continue with the online control of slot machines project planned by Mincetur to come into effect by the end of this year.

ALAJA sponsors responsible Gaming event in Argentina
ALAJA, Latin America’ Gaming Association, sponsored in Buenos Aires the First National programmes of Responsible Gaming organized by APSA; the Argentine Psychiatry Association and APAL, its equivalent regional association. The event was also sponsored by Casino Club, Casino Trilenium, Grupo Boldt, Casino Victoria, Codere, Casino Iguazu y el Grupo AGG, leading operators in the country.

During the event, gaming representatives of provincial institutions and operations also made presentations of gaming responsibility plans in aid of local problem gamblers and their close families. Some eleven responsible gaming problem directors from provinces such as Neuquén, Córdoba, Buenos Aires, Capital Federal, La Pampa, Formosa, San Juan, Santa Fe, Salta, Chaco and Mendoza interchanged ideas and experiences related to methods and results used in each of their programmes.

The leading argentine professionals in responsible gaming taking part were: Dr. Alfredo Cía, APALA President, Dr. Julio Brizuela, APAL and APSA Executive on pathological Gaming and Addictive Behaviour, and Dr. Guillermo Gabella, ALAJA Vice-President.

Gabella said that “there is proof of ALAJA’s firm stand and decisive business commitment to promote and support (problem gamblers) through Social Responsibility Business Programmes to develop events and activities similar to this one”.

BMM Compliance works with CANIETI
BMM announced that it is working with CANIETI’s Section 4 as industry experts for the creation of technical standards (NOM) for class II, class III and electronic table games. BMM is very excited to be the first gaming industry independent test lab, of any kind, to be a member of this influential Chamber and we expect that other ITLs will follow BMM’s lead to request membership.

CANIETI, La Cámara Nacional de la Industria Electrónica, de Telecomunicaciones y Tecnologías de la Información, is a prestigious and influential Chamber in Mexico to which over 1,000 electronic, software and IT industry companies belong. CANIETI’s Section 4 represents the gaming industry with nearly 35 companies and one Mexican Gaming Association.

BMM has been working collaboratively with the members of CANIETI and, simultaneously, with the Secretaria de Gobernacion (SEGOB) on this important project creating new rules for modern gaming products. The rapidly growing Mexican Gaming industry is seeking a stable regulatory environment with integrity and accountability.

Mexico has been operating under the existing 1947 law and these new rules will help promote a reliable structured environment to the world’s single largest gaming industry operating under one set of federal regulations and one federal regulatory body; i.e. SEGOB.

The New Peru Gaming Show 2011 Shifts into High Gear
With the uncertainty and distractions brought about by the Peruvian Presidential elections behind us, the administrators of The New Peru Gaming Show have picked up their pace on contacting and closing exhibitors for attendance to the show. Additionally, many loose ends have been finalized to ensure this is the best gaming show Peru has ever had to date. The ninth edition of the Latin American event will take place on 11-12 August at the Centro de Exposiciones Jockey, in Lima.

Joe Lopez, CEO of Affiliated Marketing Group, organizers of the New PGS 2011, said: “Based on the ‘wait and see’ attitude of many of the business operators in Peru due to the Presidential elections, we had been forced to wait on answers from many of the exhibitors regarding their attendance at the show. Therefore we were forced to wait to finalize many of the things we had programmed.  However, now that the business community has met with the President elect and come away satisfied and the government elect has taken the necessary steps to assure the community of their commitment to continue economic growth, most people are deciding to move forward with business as usual.

“We want to give operators (from small, medium and large cities as well as small, medium and large operations) a real reason for coming to Lima and attending the show.  We have conference sessions scheduled during our International Gaming Conference specifically geared to addressing the needs of operators in Peru.  Topics range from a special presentation of the Director of Gaming in Peru addressing the issue of the new government and its effect on our industry to the always needed Marketing for Casino’s and Slot Rooms.  We also will address security issues related to INDECI and penalties and fines that may affect you and your operations.

“The show itself will not only have the typical large machine manufacturers but will also have many of the ancillary businesses needed to run a successful gaming operation.  We have commitments from everything from casino architects, designers and builders to flooring, lighting, furniture, and uniform companies.  We also have security companies, accounting and insurance services, and many other services offered.”
